A hazard and a risk are two different things.
What is a hazard - A hazard is anything that has potential to cause harm.
This could be a bare wire, trailing cable or wet floor.
What is a risk - What could happen due to the hazard.
E.g. Trailing cable (hazard) trip over it (risk).
